I don't know enough well about policies, just had seen there are many 
minor/major mode packages which are called in that manner.

Sadly, I'm not going to package emacs-rails, that's the reason why I just 
filed a RFP bug. However I'm slowly learning about packaging and 
maintainership, so feel free to contact me in the future (after all, I like 
RubyOnRails and sometimes do use Emacs(en)!), even beyond testing purposes, 
of course.
