Do you for some reason have those files present in your local mirror?

The logic in debmirror is that if the file exists locally but not in
the Release file then it gives an error. That is to prevent debmirror
from deleting a ton of files when the Release file is broken or
something got removed from the mirror.

 local_dir=/share/www/us.debian.lan/debian
 mirror=ftp.debian.org
 mirror_dir=debian

If I start with a empty dir this works fine.
