TeX Live does not care ;-) koma-script should be more forgiving ...

Complain to koma-script maintainers, we (= TeX Live upstream) only
include what is on CTAN.

It's still a regression because it worked for years and with texlive
from etch, it works fine. Now it complains.

You are right, letters don't have sectioning, but this command is in
my general setup file for all my komaskript documents, not just
letters. So I guess I need to find a way to test whether sectioning
can be extended, or texlive should be more forgiving...
