I have merged xmltex/passivetex packages available, see my people.debian.org/~preining/TeX/ there should be packages. I had some dicsussion with people trying to see whether it actually works, but didn't get any answers till now. Maybe a bug needs to be filed so that texlive explicitly provides and replaces passivetex.
