That is, because NM uses a different algorithm to collect the scan results than
iwlist scan. NM uses an expire list, so APs are not immediately dropped if a
scan does not find them anymore.

It would be great if NetworkManager had an option to support asking to
explicitly rescan the list of available networks; frequently I do
something externally (eg, enable my wireless card), and I know the
list should be updated.
