Setting to important since:
  1. this is blocking upgrades (the working driver has been removed
 from the latest xserver-xorg-input-keyboard versions);
  2. this is a regression;
  3. there is no workaround (AFAIK).

I confirm that this solves the problem. In fact, I need both

   Driver  "keyboard"

and

   Option  "XkbDisable""true"

So, Shift-F1 now produces 'É' as expected, and switching virtual
console with Ctrl-Alt-F1 for instance now also works. But this
workaround prevents my from upgrading xserver-xorg-input-keyboard:

xserver-xorg-input-keyboard (1:1.2.1-1) UNRELEASED; urgency=low

  The old "keyboard" driver has been removed and is now superseded by the
  "kbd" driver. The corresponding "InputDevice" section in the xorg.conf
  configuration file should be updated by replacing "keyboard" with "kbd"
  on the "Driver" line.

In fact, I have the same packages on my PowerBook, but the bug isn't
present there. So, I doubt that this comes from the package version.

The bug has always been there on this machine, which was installed
in October 2006.

I've just noticed that on the machines where the bug has never been
present have:

Driver  "keyboard"

but on the machine where the bug is present, I have:

Driver  "kbd"

I can't test "keyboard" on this machine now. But could this make
a difference? ("kbd" was chosen automatically at install time.)

Could you try downgrading some packages to Etch? For instance
xbase-clients or xserver-xorg-core. If it doesn't help, any idea when
the bug appeared and what has been upgraded at this time?
