The problem doesn't depend on gnome-icon-theme, but on a missed
dependency: librsvg2-common.

Please see #434698[1]

I will be glad if you can install the missed dependency and check if
the problem is fixed.

Thanks, yes - this fixes the problem. (I purged gnome-icon-theme but
kept librsvg2-common installed and fbpanel looks fine).

Sorry to re-enter again, but:

Just had another fresh installation of a system, same phenomenon
again.  It's gnome-icon-theme which provides the icons needed for
display inside fbpanel with default configuration. That's what I get
when invoking fbpanel without a ~/.fbpanel (so using default
configuration) and *without* gnome-icon-theme being installed:

  http://grml.org/screeni/fbpanel.png

- and hicolor-icon-theme (version 0.10-1) *is* present on my system.
