The files are *only* duplicated, I see how this is a bug. I don't see

Here is how it is rather broken:

 - package provides two (identical) config files and ignores one
 - insight as to which one is actually read can only be gained by
   reading the init script
 - Having recently switched from sysklogd to inetutils-syslogd, I
   thought that the /etc/default/sysogd was a left over from that
   package
 - It took a non-trivial amount of time to figure this out

As far as brain dead, I have not been sleeping enough as my Sarge -
Etch upgrades seem to require significantly more involvement than I
would like.
