PSGML simply overrides the standard Emacs modes. Both versions have
different advantages, so it would be useful to be able to switch
easily between them.

If I understand correctly, PSGML doesn't use font locking in the
strict sense, but some other technique. 

The crucial thing is that to get colors you have to provide DTD (even
for XML) and validate againsts it.

An alternative way to get colors is to use xxml.el
