I wondering if this really is needed. The default Debian NFSROOT does
not include the nfs-common package, and is working perfectly.

Didn't the -o nolock option solve the problem without adding nfs-common?

No.

I've removed nfs-common from the nfs root (with fai fixed to export romountopt,
romountopt includes nolock) and client failed again with

mount: wrong fs type, bad option, ...

According to mount manpage, nfs mount need the binary mount.nfs (or .nfs4)
Both are included in nfs-common in (k)ubuntu.
