It might be Build-Essential: yes, but it's not a dependency of the build-essential package, and in any case this is irrelevant, because the only packages you don't need to add Depends on are the Essential: yes packages. Hi, d-shlibmove and d-devlibdeps rely on apt, but d-shlibs doesn't depend on it. I believe that this is causing the build failures of e.g. graphviz [0] and libgtkok [1] on hppa. I'm not quite sure if it's really a bug, apt is 'Build-Essential: yes'.
