It FTBFS with the same error also in unstable (perl 5.8.8-12),
adjusting severity.

I think I found the problem:
t/002_config.t.PL has an exit(1) if SVN::Notify::Config is not
available.

If I patch that to exit(0) everything works.

Patch committed to svn.
