Found! Probably a problem with udev or cups (see Debian Bug report logs 
#423198). I have in /etc/udev/permissions.rules:

There's no mention at all of USB devices here.  Or parallel devices.

The printer devices should be /dev/usb/lpn.

At this point, I think asking on one of the CUPS lists, or a more
general list for printing (see linuxprinting.org) might be more
helpful--I don't have a USB printer to even check what the messages
should look like.

A simple workaround for the time being: add it as any other connection
type e.g. ipp or socket.  Then once added, edit printers.conf to
change it to the device name that /usr/lib/cups/backend/usb tells you,
and restart cups.

This is a CUPS problem, rather than a gutenprint problem.  The usb
backend is definitely picking up the printer, so it should definitely
be usable in the web interface.  If /usr/lib/cups/backend/usb works,
then I'm not sure what's going wrong.

You can always use the lpadmin command to add the printer by hand, or
even directly edit printers.conf and add the PPD file to
/etc/cups/ppd.  However, I would suggest asking the CUPS people (there
are groups at easysw.com for that) or the Debian CUPS maintainers.

Before you do that, though, set LogLevel to debug in cupsd.conf,
restart cups, try to add the printer again and then have a look
through the log.  It might explain what the problem is.  One final
suggestion: check that the printer device node is being created under
/dev.  You probably need to use udev to get the usb lp devices.

you did (which programs you run) and what you see in more detail.  Are

Make sure your printer is switched on before you try to add it.  You
need to use the usb backend.  As root, run

  /usr/lib/cups/backend/usb

and it should list your printer.  If the list is empty, CUPS can't see
your printer--check that /usr/lib/cups/backend/usb exists and is
executable, and check with lsusb that the device is connected to the
system and detected by Linux.

Version 5.1 is a development release, and we don't put development
releases into Debian.  However, this is due to be released as version
5.2.0 in the next few weeks, at which point it will be packaged and
uploaded to unstable.  There is a 5.0.0-beta2 release out now, which I
will be packaging shortly; if you would like to test this, that would be
super.

If you're not familiar with building source packages, you will need to

apt-get build-dep gutenprint
dpkg-source -x gutenprint_5.1.98.2-1.dsc

dpkg-buildpackage -us -uc

ls *.deb

This will then build and create a set of .deb files which you can
install with dpkg -i file


Once you have done that, I would be very interested to know if it
works with your printer or not, as well as if you find any other
problems with it.

One word of caution: these packages have had *no testing*, not even to
make sure they install.  While there is little risk of them doing any
harm to your system, and they should work without problems, I can make
no guarantees that they work.
