The files you are complaining about were created by docbook-dsssl.
However, before you reassign it to docbook-dsssl I would suggest, you
check carefully, if the problem is caused by customized stylesheets used
by the TLDP project.

Reassigned back to doc-linux-html.

/usr/share/doc/HOWTO/en-html/Font-HOWTO/references.html is full of #13;

And it doesn't validate(1) either:
