Anyhow, debiandoc-sgml now assume -l zh_CN as zh_CN.GBK as far as I
can see, this should be changed to zh_CN.UTF-8 as described in Bug
#593682.

I am updating zh-cn translations using the gettext way like what fr and
it did, I'll use UTF-8 encoding and may fix this problem.
