I took a look it this module but it's not that easy.
Output from dh-make-perl:

Searching for package containing File::Find::Rule using apt-file.
Searching for package containing B::PerlReq using apt-file.
Searching for package containing YAML using apt-file.
Searching for package containing Pod::Strip using apt-file.
Searching for package containing PerlReq::Utils using apt-file.

Needs the following debian packages: libfile-find-rule-perl, libyaml-perl
Needs the following modules for which there are no debian packages available
 - B::PerlReq
 - Pod::Strip
 - PerlReq::Utils
