Sure, just checked, I think you need a bit more changes:

  * remove the Provides in libhd15.
  * rename debian/libhd15-dev.install to debian/libhd-dev.install.
  * rename debian/libhd15-doc.doc-base to debian/libhd-doc.doc-base.
  * add libhd15-doc to Provides in libhd-doc.
  * add libhd15-dev to Provides in libhd-dev.
  * fix references of libhd14-doc inside the doc-base file.
  * fix the reference to libhd13-dev in libhd-doc long description.
  * install files for libhd-doc under /usr/share/libhd-doc/ instead of
/usr/share/libhd15-doc

Maybe I missed other stuff. Please check the generated packages, some
were empty.

 co-installable, and second even if in Debian right now there's nothing
 using the library except for hwinfo it makes it difficult in general
 for future packages or current private developers, which would not be
 able to keep a working copy of a privately built app against the old
 library and try to port it to the new library at the same time.

Actually, I guess in this case the -doc should match the -dev, so either
rename both to libhd-doc and libhd-dev, or keep them matching the soname,
but in the latter case make them co-installable (but I don't see any
reason for having the -doc and -dev packages versioned).
