Also no progress on my part sorry, I did look into it quite seriously when
first reported but couldn't reproduce the problem and now that more information
is aviable I fail to find time to try and reproduce and also test same case
with modified dependency relationship.

I'msure that all the results reported in this bug before now were with
aptitude, and I'm sure that this is not reproducible for me by installing
insserv in an etch chroot and dist-upgrading to lenny.  Please provide a
minimal test case that demonstrates this problem with apt, because
installing insserv alone is not that test case.

No, it's only aptitude which tries to remove the essential package on
dist-upgrade.  Installing insserv in etch, switching sources.list to lenny,
and running 'apt-get dist-upgrade', apt has no problem calculating the
upgrade correctly.

Reassigning a copy of this bug to the affected packages.

If that isn't done, the insserv package must be removed on upgrades,
which will not be a good user experience and may break a lot of things
(see #475478).

version of initscripts conflicts with the etch version of insserv and
vice versa, so apt has to remove one of these packages before the other
one can be unpacked.  The bug is that it chooses the wrong package,

Hm, that looks fairly normal.  Probably it would work if you upgrade
initscripts before the full-upgrade.  However, it does not explain why
apt wanted to temporarily remove initscripts in the first place.  This
looks like a bug in apt, reassigning.

Can you please try "aptitude -s install initscripts"?  That might give
an idea which package is causing the dependency loop.
