But not every problem is a real problem :-) Packages uploaded to unstable and experimental may have a delay to be fully available (since they need to be built and uploaded). You are hitting this problem because gimp-data is an arch "all" package (it doesn't need to be built for every arch that Debian supports), while gimp needs to be built.
