I had raise_on_click set to true (checked in gconf-editor).  If I set
it to false, then the problematic behaviour seems to go away in my
limited testing, which if I understand correctly is the reverse of
what you were expecting.

Did you happen to set /apps/metacity/general/raise_on_click to false?
IIRC this also has an impact on this issue.

I'm not sure which value you intend to set it to?  There are two
options, smart and strict; what do you meen by "disabled"?  In any
case, the new window does get the focus, it's just not raised.

I'll reassign it to metacity, though you may be able to work around the
problem by setting /apps/metacity/general/focus_new_windows in
gconf-editor. Openbox doesn't exhibit this behavior even when "focus new
windows" is disabled.

Should this be reassigned to metacity, then?  I haven't observed this

When I open a new file by pressing 'Ctrl-O' in an existing image
window, the new image appears underneath the existing one, which is
confusing.  (The new window has the focus but is not raised; since my
images are exactly the same size, it is completely invisible.)

I am using metacity 1:2.22.0-2 as my window manager on a dual-head
setup.
