Rake 0.8.3 is in Debian now. I have Rails 2.2.2 mostly done. I guess
2.3.0 will be in experimental soon too so people can play with it.

After a quick test, i can tell that latest redmine (#2479) from svn is not 
working with rails 2.3.0,
but it works with rails 2.2.2.
i have those gems installed :

*** LOCAL GEMS ***

actionmailer (2.2.2)
actionpack (2.2.2)
activerecord (2.2.2)
activeresource (2.2.2)
activesupport (2.2.2)
rails (2.2.2)
rake (0.8.3)

note that rails 2.2.2 depends on rake >= 0.8.3 so the rake debian package 
0.8.1-3 is not enough.

actually redmine 0.8.1 (production release) works with rails 2.1.2 
(the only completed
milestone listed on 
http://rails.lighthouseapp.com/projects/8994-ruby-on-rails/milestones)
and redmine 0.9 is supposed to work with rails 2.2.  I'm going to test 
it with 2.3.

I would agree that 2.3 is a bit too new right now and we must hae 2.1.2 
(for Redmine at least), but I would like to see 2.2 in the not too 
distant future.  2.2 includes quite a few goodies that are too good to 
pass up, including:


   * Ruby 1.9.x compatibility
   * Internationalization built-in
   * ETag support
   * Thread safety
   * ActiveRecord connection pooling, dynamic finders, better
 migrations, etc.
   * Plus a whole lot of other little goodies (memoization, shallow
 routes, etc.)
