a bit more info: one of network-manager{,-gnome,-openvpn,-openvpn-gnome}
was not upgraded to the version in experimental, which apparently was the
cause of the problem.  

i don't know if the dependencies can be tightened up at all to prevent this
from happening... otherwise i guess this bug can be closed.

just installed the 0.7.0 openvpn plugin, and if i go to either 
vpn connections - configure vpn or run nm-connection-editor, none
of the add/edit/delete/import/export buttons can be clicked (they're
all greyed out).
