 106_always_enable_vert_edge_scroll.patch
 107_reduce_cursor_speed.patch

 (I'm not sure if all of them are needed).

 FWIW, I ran xinput list props without the patches (attached as
 props.debian) and with the ubuntu patches applied (attached as
 props.ubuntu).

  There have been a major change in version number from sid to experimental, 
from 0.14.7~git20070706-3 to 0.99.3-3  My guess overall is that there are 
several defaults that have been modified (wrongly, IMHO). So this problem as 
you have explained it could be broke down into the three topics you mention.

  I also have found this problem, on xserver-xorg-input-synaptics 0.99.3-3, 
xserver-xorg-core:2:1.5.99.902-1 and xserver-xorg:1:7.4~5. I've mostly deal 
with it.

  For 1), I've set VertEdgeScroll=1 and HorizEdgeScroll=1 which I guess is 
what 106_always_enable_vert_edge_scroll.patch does

  2) is basically http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=497523 
which workarounded as explained there. 104_always_enable_tapping.patch is my 
guess from ubuntu patches.

  3) should also be a consequence of a change of defaults. I don't really care 
about that much, but I suppose tweaking MinSpeed, MaxSpeed and AccelFactor 
should work.

Just to report my experience, in case it may help.
I have an Alps touchpad and vertical scrolling did not work after upgrading to 
xserver 1.5.99.901. Actually, the problem was that the Synaptics Edges were 
wrong. Adjusting them according to docs made vertical scrolling work again.

 Yes. But even with xserver-xorg from unstable, my xorg.conf did not have
 any special configuration regarding the synaptics touchpad.
 Fwiw I attached my current xorg.conf and also my old xorg.conf (when
 still using xorg from unstable).

Yes. But even with xserver-xorg from unstable, my xorg.conf did not have
