Why?  We have:

$ grep ^actionsfile /etc/privoxy/config
actionsfile match-all.action # Actions that are applied to all sites and maybe 
overruled later on.
actionsfile default.action   # Main actions file
actionsfile user.action  # User customizations

Okay, the documentation misses to mention match-all.action, but the
number of actions files is correct :-)
