Bug#521259: iodined: does not create /var/run/iodine directory

If /var/run is a tmpfs, /var/run/iodine does not exist and iodined
dies on startup:

  iodined: /var/run/iodine: No such file or directory

I'd say the init.d script should make sure that the directory
exists.
