Wheezy includes multiarch support, so ia32-libs is no longer is necessary. Multiarch allows amd64 users to install the i386 package, so the amd64 package isn't built anymore. Back in 2009 when this bug was fixed, we added ia32-libs to the control file. However in 2012, ia32-libs was dropped from control was replaced by a multiarch installable i386 binary that amd64 users can use. See the changelog entry: eagle (5.12.0-3) unstable; urgency=low * Debian compat 9 * eagle-data made Multi-arch: foreign in debian/control * removed building on amd64 and use multiarch.
