Then you should've reopened the original one instead of opening a new bug. Doing
now and merging bugs.

Ok, understood. The requirement that D-Bus should be started (s/should/MUST/)
before wicd is clearly expressed in the init script:

$ grep Required-Start debian/init 
# Required-Start:dbus
$

I'll just add some documentation to README.Debian, seems sufficient to me.
Also, Debian is planning to use dependency-based LSB init system in the near
future, and I can't see how to tell dh_installinit to start /etc/init.d/wicd
*after* /etc/init.d/dbus (without any weird hack).
