How did you install 4.6? Because it's not in Lenny and there is no
backports available. Multiple stuff may have been upgraded too, so you
may have a completely inconsistent system. Anyway, it's an iceweasel
problem, not an Xfce one.

Unless the information you provide help us understand in what it's Xfce
related, I think you'll have to stay with the iceweasel bug (and anyway
if you have an inconsistent system indeed I'm not sure what we can do)

normal user cannot trigger iceweasel but root can ... also deluge torrent
also not working.

root @ console can trigger iceweasel, and receives below message.
