Bug#531899: psgml: breaks on configuration with "No rule to make target `clean'"
Thanks, I understand why it's broken now. A recent bug fix (516843)
effectively means that psgml needs a dependency on autoconf or a way to make
it optional. I'll figure that out, but in the meantime, you can either revert
back to -8 or install autoconf, install psgml, remove autoconf.

I just downgraded to -8 and then upgraded to -9 and it worked, so I cannot
reproduce this yet. Can you do me a favor and tell me the following about
your system?
1) Does /usr/bin/autoconf exist?
2) Do the files /usr/share/emacs/site-lisp/psgml/{Makefile,config.status}
exist after you attempt to install the package?
3) Do you get any other errors while installing?
