Either close this report or reassign to the relevant packge: there's
nothing in reportbug to do about it.

I just upgraded reportbug and have been hit again by this bug, had to re-patch
it locally :/

inclusion and then let us know (on this bug, I'll leave it open for
this purpose) so we can do the according changes in reportbug to
support it?

I think it makes more sense to do it as you suggest, particularly because
claws-recompose works for other purposes besides reportbug.

The package claws-mail-tools seems an appropriate place.

Wouldn't it be better to ship this script in a claws* package and we
simply Suggests it, without adding a piece of code barely used/related
directly inside reportbug?

license of claws-mail, so no additional permission is needed.
