When you run "webalizer -c /dev/null" you are not doing what you think... I mean the /etc/webalier/webalizer.conf is still parsed. In current stable (squeeze), whe have webalizer V2.01-10, which has geoip enabled by default. Hence I get the mentioned error message when I run: webalizer -c /dev/null ... I just had to chase this down on one of my servers. The fact that the recommends on geoip-database is indirect meant extra steps to investigate and fix the problem. So, the problem with not fixing this bug is that it breaks existing webalizer installations on upgrade to squeeze. FWIW, that makes this 'normal' and not 'wishlist' in my mind.
