I can't think of an elegant way to handle this. I guess at least
checking if the tag already exists and not breaking stuff if it does
would be good enough.

at least for pkg-perl's repo, it does wacky things that it shouldn't.
I added -b to be passed to dch so that this would work, but by the
time it gets to that point it's already screwed up the tags anyway.
this should be supported so that if you did a bad svn-upgrade the
first time, you can redo it. however I'm not sure how to take care of
the merge into the checkout..
