one possible problem with relying on the website is that it is not versioned, 
so the documentation may become inexact. If the documentation isn't included in 
the package, one solution would be to host doc for each current version (unless 
they don't differ in features) on debian.org.

Note that you can tag wontfix and close, but not both at the same time (at 
least, in theory). Tagging wontfix indicates that a valid issue will not be 
addressed.

wontfix + closed means that it is a bug that has been resolved by deciding not
to fix it. It's generally only suitable for wishlist kind of things though.

Deciding not to fix a bug does not resolve it. What you wanted to do in this 
case it simply to tag wontfix.
Note that the BTS has status tags, but no resolution tags.
