I'm not entirely convinced that these packages should be bumped to
Depends. I do realize though that there is a conflict here between not
being confusing for users who want the plugins to just work and not
being annoying to power users who don't want packages on their system
that they're not using (in this case, for plugins they don't use),
especially for things like daemons as is the case with lastfmsubmitd.

What's your opinion of moving all the packages in Suggests: (which are
required only for specific plugins) to Recommends:, rather than your fix
of making them dependencies? That way, for most users, who should have
apt installing Recommends by default if they haven't disabled this
feature, they'll get all the dependencies for all the plugins. But apt
will still allow uninstalling packages that are only required by
specific plugins if the user so desires. The package description could
also be modified to make note of which plugins require which packages.

If you have any better ideas, I'm open to suggestions.

In Ubuntu, we've applied the attached patch to achieve the following:

  * Merge from debian unstable, remaining changes: LP: #403348
  * debian/control:
- Moved python-musicbrainz from Suggests to Depends(LP: #139008)
- Moved lastfmsubmitd from Suggests to Depends(LP: #158335)

We thought you might be interested in doing the same.
