Bug#539716: fossology: long description no sentence

Well if I had said "FOSSology is a web based..." then lintian complains
description-starts-with-package-name  :)

I will figure out a way to fix it.

of full sentences[1], the snippet in the first paragraph is missing its
subject, "A web based tool that allows .." isn't really a full sentence. :)
