Relevant parts of Bug#552761 follow. gaim-otr turns out to have its own
source package (the real plugin to which people should transition is in
src:pidgin-otr) so I think it can just be dropped altogether.

(Looks like you missed control@ on the first go - in any case, please don't
downgrade and reassign RC bugs, this prevents being able to track the actual
RC issue in the package.)

It is possible to create a transitional package that doesn't fail this
Policy requirement; e.g., by making /usr/share/doc/gaim-otr a symlink to
/usr/share/doc/pidgin-otr.

Since this transitional package was present already in lenny, I would
suggest dropping it entirely in the next upload; there should be no need to
keep a transitional package around across multiple releases.
