Because on linux, that should be handled by xserver-xorg-input-evdev.

 and after yesterday's update, the behaviour stated in the title
 occurs regardless of application, DE, WM, etc. And it doesn't matter
 if numlock is on or off. It also occurs regardless of the kernel (I
 pretty much compile my own, for testing) , be it Debian or vanilla.

Can you make sure your keymap/layout/variant, etc. are what you expect
them to be. Once that done, if the issue persists, getting xev output
would be nice. We'll reassign to the appropriate package once that
done.
