Hi, 

Are you still affected by the bug with the latest version of kgpg in Debian 
(4:4.14.2-1 in testing/sid) ? I am not able to reproduce it : I can see all the 
options on my PC, nothing is disabled.

The following features seems to be disabled:

Key Server Dialog
Refresh Key From Keyserver
Key server (in the public key export dialog)

I've tried removing ~/.kde/share/config/kgpgrc without any success.
I've also tried the different key servers from the command line via the gpg 
application with succesfull results.
