Triaging this one with the assumption that the behaviour initially reported (dpkg-reconfigure changes discarded) happens if dpkg-reconfigure fails due to "backup path exists" and the user didn't notice or realize that it had actually failed.

After running 'dpkg-reconfigure slapd' I do get a new, pristine configuration and, if I accept the prompt to move the old database away (which your debconf info indicates you also did), a new database as well, both using the newly chosen settings. Same problem here, In my case dpkg-reconfigure worked yesterday but today ends with: Stopping OpenLDAP: slapd. Moving old database directory to /var/backups: Backup path /var/backups/unknown-2.4.23-7.2.ldapdb exists. Giving up... And no change is applied. I had to remove /var/backups/unknown... and after that it worked as exected. Hi, I have the same bug with slapd 2.4.23-7 amd64: dpkg-reconfigure slapd are not applied. The only solution that I found is to remove the repertory /etc/ldap/slapd.d ; in this case, dpkg-reconfigure slapd works and create a good new configuration.
