I agree. Should I open a separate bug report on kmail or where should I go from here? Before I explicitely set the kmail identities dictionary setting it was on the first of the available dictionaries which was 'Basque (Spain)', then after removing the package hunspell-eu-es it went to the next availale language which was English, but not the system default 'English (United States of America)', but Philippines I think.
