Hi,

I think uploads to experimental should NOT close a bug, but
add a tag fixed-in-experimental (which already exists) instead.

The tag exists because before the introduction of version tracking it
was the only way of indicating that a bug was fixed in experimental but
still affected unstable.

Version tracking allows us to do this properly.  Closing the bug using
appropriate version information when it is fixed in any suite is
precisely the correct thing to do.  The BTS knows whether any given bug
currently applies to each suite, there's no reason to keep bugs
artificially open in experimental.
