There is a libjpeg transition from libjpeg62 to libjpeg8.
As mentionned on debian-devel-announce[1], please update emacs23 to
Build-Depends on libjpeg-dev instead of libjpeg62-dev.
The following Build-Depends was found:
emacs23 :Build-Depends: libjpeg62-dev
This bug now makes emacs23 unbuildable, as edos-debcheck shows:

| - libjpeg62-dev (= 6b1-2)
| emacs23 (= 23.3+1-1) build-depends on one of:
| - libtiff4-dev (= 3.9.5-1)
