That's not correct. The patch actually rips out the whole "promo"
subsystem, including the background downloading mechanism and click
reporting.

The comment you are referring to in the upstream bugtracker was just
mentioning that the proposed solution - disabling the promo display on
the new tab page via preferences - does not prevent downloading.

The patch removes all of it.

Hi, although there is a patch included in the upstream bug report, it
only disables displaying the ads.  To get to an acceptable solution,
the patch will need to prevent downloading the material as well.

I agree; although this seems fine as an optional feature, I don't
think the package should be configured to "phone home" in that way by
default.  Thanks for the report and patch!
