Might be, if you think so, please discuss with upstream at
texl...@tug.org and see whether you can convince the team there, in
particular Karl Berry, who is the guardian of what is going into TL.

Other option is that someone picks up acrotex and packages it separately
for Debian, shouldn't be too difficult (since tlmgr ready repackaging is
available).

According to the author of acrotex:

So, if this is accurate and I'm understanding the author correctly,
none of the files have a requirement of distiller/acrobat.  If this is
the case, is there anything in the way of TeX Live / Debian shipping
all of acrotex?

That might be, but as I said, neither upstream TeX Live nor Debian will
pick single files from other packages.

If you need them, you can install the acrotex bundle using tlmgr user
mode and the repository contrib.texlive.info, or just install the two
files into TEXMFHOME.

Also, it's clear to me now that I miscommunicated; when I said "This is a
mischaracterization", I was referring to the claim that "Support files that
are free but can only be used with commercial software (in this case
Acrobat)" applied to eforms, not the description of the policy.  Sorry for
the confusion and for being unclear.

This is perhaps true of some of the features in the acrotex bundle, but it
is not true of eforms (which is part of the acrotex bundle).  The following
.tex file compiles fine on systems without Acrobat installed (and even
without needing to enable write18):

No, it is not. This is the policy of the TeX Live Team.
Yes, the *generated* files can be used with other software, but to
*generate* the files one needs Adobe Acrobat. And thus acrotex
will not be included in TeX Live. And we will not pick single files.
Nor will do upstream TeX Live.

This is a mischaractarization.  eforms.sty generates pdfs which work
perfectly fine with software such as Chromium and Firefox, and does not
require Acrobat to be used.  Is the issue that the acrotex bundle includes
some files which work only with Acrobat?  (If so, could you include just
eforms.sty and the files eforms.sty needs to function?)

Attempting to include the fancytooltips package (see minimal example 
below) fails because a package required by it (eforms.sty) is not 
available. According to

observed behaviour:

work-around:
install acrotex from mirror.ctan.org into local TEXINPUTS path

conclusion: 
The package itself is *not* broken (it's slightly outdated with respect 
to the current version at CTAN, but that's another matter), but it 
depends on additional software which is not available within the Debian 
packaging system.

recommendation: 
Either take fancytooltips out of texlive-latex-extra or (better) include 
acrotex as well. The acrotex distribution licence is 'LaTeX Project 
Public License, either version 1.2 of this license or (at your option) 
any later version' according to the header of 
http://mirrors.ircam.fr/pub/CTAN/macros/latex/contrib/acrotex/acrotex.ins
