I don't think it's really intended to be sourced by a dm. If you still want the behavior, put stuff in .xsessionrc (sourced by scripts in /etc/X11/Xsession.d). I won't comment on your statement that the dm is not the right place, but I strongly believe ~/.profile should be sourced from somewhere by *default*, just as it is done on a console login.
