To quickly answer your question though: Debconf is the annual Debian
conference and this certificate was used to sign services related to that.

I was inspecting the CAs that Debian enables as trusted by the system [1],
and I found this Debconf CA 



Who is behind this Debconf CA? For what this is used?
Why Debian enables it as trusted by the system?
