Turns out I'm wrong: elmerfem isn't in testing, so it doesn't need to be
part of the transition.  I'll fix it in the next day or two.

I do mind.  This bug's serious, please don't change its severity.  We
can always override it for testing migration if we need to.

Thanks Andreas, I hadn't thought about this potential conflict.  I'll
set up the conflict accordingly.

One thing though: do you mind if we downgrade the severity temporarily?
There's a big transition about to happen with hdf5, petsc, slepc, hypre,

during a test with piuparts I noticed your package fails to upgrade from
'squeeze'.
