Currently the spice client packages are depending on spice server packages (which are only built on amd64 and i386). This dependency is due to the embeded libcelt in libspice-server1, this prevents the client libraries from being built on all architectures. Could you please make spice-gtk statically link against libcelt051 and make it build on all arch.
