Actually it *does* seem to expand wildcards, relative to debian/tmp/.
See adolc 2.3.0-1 (just uploaded) scripts debian/libadolc*.install
which do not expand their wildcards.

  $ cd adolc

  $ cat debian/libadolc2.install

  #! /bin/sh
  cat <

If a file debian/foo.install is executable, and when run its output
contains a line beginning with the character '#', this is not treated
as a comment.  Instead an attempt is made to install a file with a
name starting with '#', which will in general result in a
file-not-found error.
