Bug#672578: Icinga-common should not try every time to chanche files in /var

I have a setup to have the real icinga checks made on a host with very
restricted access vectors. The web frontend runs in a own kvm that mounts
/var/log/icinga and /var/lib/icinga from the main machine but has no big
rights to that paths.

That works well for normal situations but every time I have tu update
icinga-common I first have to umount the both directories as the update
process tries to create existing files/directories and chmods them to
rights it think what is ok. But both will fail as the frontend machine
has no rights to that directories apart from reading.

So every update with includes icinga will fail.

Such a setup is not supported (and I won't). The package system expects to be
able to write, and I doubt I have much chances to disable that.
